Funeral services will be held at 11:30 am Friday January 18, 2008 in the Chapel of Thomas L. Geisel Funeral Home, 333 Falling Spring Road, Chambersburg. Chaplain Ron Marcinko will officiate. Interment will follow in Lincoln Cemetery. Stepp, Cmd'g 2nd Brigade General Orders No.3 2007 Series The officers and men of the General Staff of the 2nd Brigade will give particular attention to the follow-up below to our discussions at Camp Marshall as prepared by Maj. J.M. Wenger, Brigade Chief of Staff and as annotated by this writer. 1st Lt. Benson will kindly post this order upon the Carolina Legion website. By Order Of… Follow Up List Ordnance Department Capt. Armstrong 2nd Lieut. Sawyer Ord Sgt. Baugh Prior to year’s end, Captain Armstrong will establish liaison (via K.C. Meadows) with the Ordnance personnel at the corps level. Captain Armstrong is to assemble (prior to the Gettysburg event) the Ordnance personnel contact information for the battalions in the brigade. 1st Battn – Smith – Carolina Legion 2nd Battn – Carver – Fighting First Va. 3rd Battn – Sinclair – Palmetto Battn. 4th Battn – 25th NC, 49th NC Prior to year’s end, Captain Armstrong will ascertain for General Stepp whether each of the component Battalions has liability insurance. There is the prospect of issuing ammunition in the field. This Headquarters will investigate the feasibility of that exigency. The Chief of Staff hereby will press Mr. Armstrong on the this issue. To that end, Captain Armstrong will follow up with Mr. Eric Marshall to ascertain the availability of mule-drawn transport for the ammunition of the brigade. *Note: Not as critical now that Gen. King has pledged one supply wagon per brigade. I would encourage you to explore the issue with Eric nonetheless. JHS Office of the Chief of Staff Major Wenger Captain Flynt The General desires that this Headquarters secure services of the Invalide Corps for the purpose of securing clerks and establishing a camp guard while the brigade is in the field. Mr. West and Mr. Boyd are considering accepting this duty. *Note: Done – Messrs. Boyd & West have accepted and are now posted to the Legion Staff as such. JHS Mr. Wenger should contact each of these two gentlemen *Note: It would still be well to make contact with them and discuss how they can best help in the role as Clerks and what administrative accoutrements they should equip themselves with. JHS The Office of the Chief of Staff will maintain the following Brigade Volumes, with the Brigade A.A.G. to maintain custody of said volumes: Orders Correspondence Rec’d & Transmitted Reports By year’s end the Office of the Chief of Staff will have devised and forwarded to Brigade Headquarters for approval all proper morning report forms for the battalion and brigade level. The Office of the Chief of Staff will establish liaison with the component battalions of the brigade and will ascertain the identity of all A.A.G. personnel at that level. The Office of the Chief of Staff will ascertain the contact information for all musician personnel within the brigade, including all fifers, drummers, and buglers. The Office of the Chief of Staff will establish liaison with the Federal City Brass Band. The Brigade Chief of Staff will contact Mr. Randy Phiels concerning the identity of the primary EMT personnel on site at the event. The Brigade Chief of Staff will contact the signatories to the "Horse Report" by years end and periodically thereafter in the way of verifying any change in status/ *Note: I will contact Jeff McRee of the 2nd NC Cav. About Staff service and see if he may have additional mounts available for members of the Staff. JHS Office of the Brigade Surgeon Lt.Col. DeSessa By year’s end, the Surgeon will contact the respective battalion commanders to ascertain the status and efficacy of their medical personnel. By year’s end, the Surgeon will establish liaison with the Medical staff resident in the Division Headquarters. The Surgeon will draft a listing of suggested best practices and guidelines for the benefit of the medical personnel of the respective battalions. In a related matter, the Brigade Chief of Staff will contact Mr. Randy Phiels concerning the identity of the primary EMT personnel on site at the event. *Note: Paul – Consider whether it would be more practical to group all medical resources with the respective battalions of our brigade in one area of our brigade camp or should they set up within the area of their respective battalions. JHS Office of the Assistant Inspector General Lieutenant Benson Lieutenant Taylor Before year’s end, Lieutenant Taylor is to establish liaison with the AIG office for General King. *Note: Do so as well at Corps or Army level.Office of the Assistant Quartermaster General Major Pittman Captain Major Prior to year’s end, Captain Major is to accomplish (assisted by Major Pittman) an inventory of all the Brigade equipment, and compile a listing showing: The item being inventoried The item’s location The item’s condition, particularly making note of all needed repairs *Note: The inventory has been completed by Capt. Majors and is in my possession. JHS By year’s end, Major Pittman will contact Sergeant Major Garris regarding the feasibility of his preparing one meal per day for the staff over a four day period. *Note: I believe we have changed this to working on one meal sometime at the event for the Staff, our Division Commander and the two-three other brigade commanders of our Division. JHS By years’s end, Major Pittman will contact K.C. Meadows to establish liaison with the corps level Provost Marshall.GENERAL MEETING WITH ENTIRE STAFF By year’s end, all Staff officers are to submit a ½ page biography of their reenacting military career for use on the Legion Website. *Note: As of this date 12/11/07, Gen. Stepp, Captains Armstrong and Majors as well as Lt. Benson have completed their bios with a picture. I believe it is important that all on the Staff do this as I am convinced we have a great deal of experience and talent that those within our brigade and division should be aware of. I take pleasure in announcing to the command the promotion of the following members of the Carolina Legion staff, to wit: 1st Lt. Graham Flynt, AAAG to the rank of Captain with the post of Assistant Adjutant General (AAG), Ordnance Sergeant Keith Sawyer to the post of Assistant Ordnance Officer to serve as such with the rank of 2nd Lieutenant. James Baugh, formerly of the 26th Regiment NC Troops, is hereby appointed as Ordnance Sergeant for the Legion.

General Orders No.1 Series 2007
The army is being organized for a contemplated advance into the enemy’s country next summer in remembrance of the 1863 Pennsylvania campaign which culminated in the climatic three day battle of Gettysburg. Our command, The Carolina Legion, is to be assigned to the 2nd Brigade, 3rd Division under the divisional command of Maj.Gen. J.H. King. Gen. King’s Division will portray the historical commands of Hood’s Division for the second day scenarios and Heth’s Division for the first and third day scenarios of the battle.
I have been accorded the honor to command the 2nd Brigade of King’s Division. Our brigade will have the privilege to represent that of Brig.Gen. Evander M. Law’s Alabamians when functioning as Hood’s Division and that of Brig.Gen. James J. Pettigrew’s Tarheels when our division represents that of Henry Heth’s.
We shall strive to organize the 2nd Brigade into a minimum of 4 battalions. Our goal will be for battalion composition to be at least that of 4 companies with company strength no fewer than 9 files, 2 officers and 3 sergeants per company, or a minimum company strength of 23. However, as the average strength of a Confederate regiment at Gettysburg was 340 officers and men - making the average company strength 34 officers and men - we strongly urge the battalion and company commanders to strive to reach the later level as being the optimum one.
Command of the infantry of The Carolina Legion during this campaign will devolve upon the next senior officer, Col. Locke W. Smith of the 26th Regiment NC Troops, reactivated, and whose command will be designated as the 1st Battalion 2nd Brigade.

Camp Marshall – Stokes County No.Carolina - November 9th-11th, 2007 – A discussion will be held to inform the staff of what is to be expected of us during the 2008 campaign season and a briefing will be given to the officers and men of the 26th NC providing the available details for the 145th Gettysburg event. Headquarters will be established in the cabin usually available to us at that station.
Plymouth, No.Carolina – Washington County – April 25th-27th, 2008 – Ord.Sgt. Sawyer and his lovely wife Pat have invited the staff to a retreat at and upon the grounds of their Bed & Breakfast in historic Plymouth. We will conduct several business sessions regarding organization and preparation for the 145th Gettysburg event and portray the headquarters staff of Gen. Robert F. Hoke during the evening hours as part of the candlelight tour that weekend for the town’s annual living history weekend.
