The typical minimum standards for fielding a company within The Carolina
Legion and that which we encourage organizations working with us to
adopt are:
9 files and at least 1 officer and 2 NCO's for a total of 21.
For the purposes of the upcoming March Bentonville event as well as for the
Carolina Legion units participating in the April NPS living history at
Appomattox, and to reflect the often greatly diminished strengths of the CS
units present in these two campaigns; we will reduce those minimum field
requirements as follows:
7 files and at least 2 NCO's and or 1 Officer of junior grade (rank of 1st
Lt or less) and 1 NCO for a total of 16 or 17 depending on rank structure
adopted. In my view, there's nothing wrong with these small companies being
commanded and directed solely by experienced NCO's, particularly if your
existing officer corps would be stretched too thin covering any additional
companies created.
I believe this also beneficial in that it will allow junior officers and NCO's of your organizations command
opportunities not normally available to them - serving too, as a good way for
them to gain experience and perhaps provide incentive for them to grow within
our avocation.
Of course the field organization of your respective commands remains your
prerogative, but I recommend to your consideration the adoption of this minimum
structure for the reasons stated, albeit for the indicated events only.

Gentlemen:
Based upon returns received from the component units of the Carolina Legion
over the last several weeks, the following Order of Battle has been
developed.
Maj. Wenger, please assimilate the salient data into a spreadsheet so that
we might track attendance by the various units at Legion events and maintain a
record of their aggregate strength as opposed to their effective strength in the
field. I will soon send you a breakdown of these numbers by rank and I think it
would be well to track that as well.
Unit commanders let us establish, henceforth, the reporting of your unit
strengths and the submission of a roster with name, rank and email if later is
available, twice yearly. Deadlines for submission will be: February 1st
and August 1st of each year. Therefore I would look for your next report on this
subject by 8/1/10.

I take pleasure in announcing to the Officers and Men of The Carolina
Legion the invitation to serve upon and acceptance by Legion Principle Musician
Richard Kingston to the Board of Directors for The National Association for
Civil War Brass Music, Inc.. This national non-profit organization's mission is
to collect, preserve and make available for research and performance both the
music and the instruments of American
brass bands of the mid 19th
century, particularly military bands and bugles of the
Civil War, and to present such music in public performances for the purpose of
educating the general public and furthering public awareness understanding of
this important part of our American cultural heritage,
Prin.Musc.Kingston now joins with 26th NC Regimental Band leade,r Jari
Villanueva and band manager Heather Faust, who also serve as officers of this
worthy organization. I suspect Prin.Musc. Kingston is the first North Carolinian to so serve on this board and as such
it brings credit to both our native state as well as to this command.
The Carolina Legion has been so fortunate in its association with some of
the finest period musicians currently in the nation. The Field Music and Band
add so much to our efforts and their effect upon the positive morale of our
troops is incalculable and impossible to surpass. Could anyone present forget
marching through the streets of old New Bern during our monument dedication
weekend with both the Band and the Field Music alternating in the playing of patriotic and
period pieces at head of our column. I do believe that I could have marched onto
Washington City with them playing at our head and those moments remain among the
most memorable and inspiring ones of my 30 years of service.
I trust the Officers and Men of the Legion will extend their
congratulations to Prin.Musc.Kingston on the occasion of this honor and I ask
that Capt. Benson post this order upon the Legion website as well as provide a

Needless to say we all should express our appreciation to both the Band and
our Field Music at every opportunity presented as well as support their efforts
